Please join the Foreign Policy Association on Thursday, March 3rd for a high-level panel to discuss the crisis in Ukraine. We are pleased to be joined by Ambassador Roman Popadiuk, first United States envoy to Ukraine; General Wesley K. Clark, former Supreme Allied Commander Europe; and Dr. Richard Andres, Professor of National Security Strategy, U.S Army War College. The panel will focus on the threat of cyberattacks against U.S. and global financial institutions, the impact this will have on Ukraine's status as a European Union member, what was Putin's game plan, and possible next steps.

    • The Hon. Roman Popadiuk - Speaker
      Former U.S. Ambassador to Ukraine

      Roman Popadiuk, the former U.S. Ambassador to Ukraine, is a principal in Bingham Consulting. A retired member of the career Senior Foreign Service, Roman brings more than 30 years of experience in the areas of national security, political risk analysis, communications strategy, and energy policy, including serving on the National Security Councils of Presidents Ronald Reagan and George Bush. With his vast experience and contacts that span the globe, Roman brings a unique insight into international political and business matters. Prior to joining the firm, he served for 13 years as the executive director of the George Bush Presidential Library Foundation at Texas A&M University. At Texas A&M, Roman also served as chairman of the Executive Committee of the China-U.S. Relations Conference, a biennial conference that examined the mutual relationship between the two countries. He served as International Affairs advisor and senior civilian on the staff of the Commandant of the Industrial College of the Armed Forces at Fort McNair from 1995 to 1998. Prior to serving in that capacity, Roman spent two years as a member of the faculty of the School of Area Studies at the State Department’s Foreign Service Institute.< From 1989 to 1992, Roman served as deputy assistant to the President and deputy secretary for Foreign Affairs under President George H. W. Bush, a position he also held toward the end of President Ronald Reagan’s administration. Roman began his career in the Foreign Service in 1981. He served in Mexico City from 1982 to 1984, where he did consular and political work and was special assistant to the ambassador. He then served a two-year tour with the Department of State and the National Security Council. Roman has written about and is frequently interviewed on issues relating to U.S.-Ukraine relations, the situation in Ukraine, and other national security and global relations issues. He co-authored Privileged and Confidential: The Secret History of the President’s Intelligence Advisory Board. His writings have been published in The Ukrainian Quarterly, The Foreign Service Journal, Mediterranean Quarterly, and Presidential Studies Quarterly Roman is a member of the U.S.-Ukraine Energy Task Force of the Ukraine 2020 Policy Dialogue, a forum co-sponsored by the U.S. Embassy in Ukraine aimed at strengthening U.S.-Ukraine relations and Ukraine’s integration into Europe. In 2006, he served as an observer of the parliamentary election in Ukraine. He is a senior advisor to the U.S.-Ukraine Business Council. He is also a member of the Council on Foreign Relations.

    • Gen. Wesley K. Clark - Speaker
      former Supreme Allied Commander Europe

      Wesley K. Clark is a businessman, educator, writer and commentator. General Clark serves as Chairman and CEO of Wesley K. Clark & Associates, a strategic consulting firm; Chairman and Founder of Enverra, Inc. a licensed investment bank; Chairman of Energy Security Partners, LLC; as well as numerous corporate boards including BNK Petroleum and Leagold Mining.  He is active in energy, including oil and gas, biofuels, electric power and batteries, finance, and security. During his business career he has served as an advisory, consultant or board member of over ninety private and publicly traded companies.   In the not-for-profit space, he is a Senior Fellow at UCLA’s Burkle Center for International Relations, Director of the Atlantic Council; and Founding Chair of City Year Little Rock/North Little Rock.  A best-selling author, General Clark has written four books andis a frequent contributor on TV and to newspapers. Clark retired as a four star general after 38 years in the United States Army, having served in his last assignments as Commander of US Southern Command and then as Commander of US European Command/ Supreme Allied Commander, Europe. He graduated first in his class at West Point and completed degrees in Philosophy, Politics and Economics at Oxford University (B.A. and M.A.) as a Rhodes scholar. While serving in Vietnam, he commanded an infantry company in combat, where he was severely wounded and evacuated home on a stretcher. He later commanded at the battalion, brigade and division level, and served in a number of significant staff positions, including service as the Director, Strategic Plans and Policy (J-5). He was the principal author of both the US National Military Strategy and Joint Vision 2010, prescribing US warfighting for full-spectrum dominance. He also worked with Ambassador Richard Holbrooke in the Dayton Peace Process, where he helped write and negotiate significant portions of the 1995 Dayton Peace Agreement. In his final assignment as Supreme Allied Commander Europe he led NATO forces to victory in Operation Allied Force, a 78-day air campaign, backed by ground invasion planning and a diplomatic process, saving 1.5 million Albanians from ethnic cleansing. His awards include the Presidential Medal of Freedom, Defense Distinguished Service Medal (five awards), Silver star, bronze star, purple heart, honorary knighthoods from the British and Dutch governments, and numerous other awards from other governments, including award of Commander of the Legion of Honor (France). He has also been awarded the Department of State Distinguished Service Award and numerous honorary doctorates and civilian honors.

    • Dr. Richard Andres - Speaker
      Professor, National Security Strategy

      Richard B. Andres is Full Professor of National Security Strategy at the U.S. National War College where he teaches courses on strategy development and cyber strategy and policy. Across his career he has served as a personal consultant on strategy to the Director of the National Security Agency-U.S. Cyber Command; the Secretary of the Air Force; the Commandant of the Marine Corps and other national leaders. He has led strategy development teams for the Bush and Obama White Houses, various combatant commands and other government and private organizations. Dr. Andres teaches courses on cyber strategy at Georgetown University SSP and Johns Hopkins SAIS. He is a senior fellow at the GW Center for Cyber and Homeland Security and sits on boards at the American Enterprise Institute and Pacific Northwest National Laboratory.
