Quebec Premier Jean Charest was in New York on Tuesday, June 14, to promote his “Plan Nord,” an ambitious, $85 billion, 25-year plan to develop the province’s vast northern regions – an area twice the size of France or Texas – into a powerhouse of mining and renewable energy.
