The Foreign Policy Association at 100

The Foreign Policy Association’s mission today—as it has been throughout its 100-year history—is to contribute to a more vibrant democracy through citizen participation in the foreign policy process. A private, nonprofit, nonpartisan educational organization, FPA serves as a catalyst for developing awareness, understanding of and informed opinion on U.S. foreign policy and global issues. It is the nation’s oldest organization devoted to citizen education in international affairs.

Harking back to its very beginnings, FPA is inclusive and seeks to engage the public as a whole. “In a democracy,” President Franklin D. Roosevelt wrote to Major General Frank R. McCoy, then FPA president, “the Government functions with the consent of the whole people. The latter must be guided by the facts. The Foreign Policy Association is performing a high duty in facilitating the lucid presentation of the facts of world problems and their impact upon the United States.”

FPA provides a forum that illuminates the hard choices facing the United States in an increasingly interdependent and multi-polar world. Indeed, FPA continues to be the principal public forum in New York City for foreign policy addresses, attracting broad national and international attention. Over the years, U.S. presidents from FDR to Ronald Reagan and Bill Clinton, have delivered major addresses before FPA audiences. Likewise, in recent years, world leaders from every continent have graced FPA’s forum, including the prime ministers of Australia, Greece, Japan, India, Ireland, Italy, South Africa, Spain, Sweden, and Turkey, and the presidents of Chile, Indonesia, Mexico, Mongolia and Senegal, among others.

The diversity of FPA audiences provides an excellent forum for world leaders to communicate directly with a broad cross-section of the American public. All of FPA’s events attract informed individuals from the financial, business, and academic communities, as well as from the media.

Among its signal accomplishments, FPA founded a dynamic network of close to one hundred World Affairs Councils across the United States. FPA disseminates its New York-based programming, as well as other multimedia content, throughout this network.

By enriching the foreign policy debate through its balanced publications and programs, FPA occupies a unique space in civil society. For nearly a century, FPA has championed the use of the most powerful communications tools of the day to reach out to the public.

  • In the 1920s, FPA used the power of print to syndicate articles in 300 newspapers nationwide.
  • In the 1940s, FPA pioneered international affairs radio in partnership with the NBC network.
  • In the 1950s, FPA employed billboard ad campaigns to promote its national network of grass-root discussion groups as Americans took to newly built highways.
  • In the 1960s, FPA’s Great Decisions briefing book took advantage of the explosion in national magazine subscriptions across the country.

Today, www.fpa.org receives a record number of hits as one of the most visited international affairs websites. Despite the rapid growth of the Internet, an effective way to reach the public is through television. Nearly three quarters of Americans receive their information about the world from television. FPA produces and distributes the longest running international affairs television show on the PBS network.

In recent years, FPA has sought to reach young people before the dew of curiosity evaporates. Great Decisions in the Classroom has focused FPA resources on high school teacher education.  Great Decisions on Campus has introduced FPA’s pedagogical materials in over 1,100 university and college campuses. FPA’s upcoming joint venture with Scholastic Inc. will introduce Great Decisions to sixteen million middle school students.

FPA is committed to bringing along future generations of leaders in the public and private sectors, who are well-versed in world affairs. Three distinct initiatives have been launched in pursuit of this goal:

Foreign Policy Association University provides insights to launch successful careers for future diplomats, as well as for other professionals seeking careers in global affairs.

FPA’s World Leadership Forum provides a unique parley in which to exchange views about global challenges and to identify creative responses to those challenges. Over 60 heads of government have participated in the Forum. A testimonial from the Head of the Department of Social Sciences at the United States Military Academy at West Point described the Forum as the best academic trip the 30 cadets had experienced during their time at the Academy.

The John C. Whitehead Fellows Program gives 80 young leaders access to all of FPA Fellows’ and Board programming.

These initiatives form one of the nation’s premier post-graduate programs in international affairs.

FPA’s service to the nation is performed with no government support. FPA operates strictly on the basis of private funding. Individuals, corporations and foundations have enabled FPA to fulfill its critical mission.

FPA’s role as a source of objective information on world affairs has never been more important. In an increasingly interconnected world, public access to in-depth, contextual information about global issues is vital. By offering Great Decisions, the leading U.S. grass-roots outreach program on world affairs, FPA contributes to expanding citizen engagement in the foreign policy process, as well as to a sustainable foreign policy.

From “basic materials in plain language for weekly study and discussion sessions,” Great Decisions has flourished into a multi-dimensional global studies program adapted to multiple formats, including informal discussion groups, public lectures and formal secondary school and university courses. The secret to the longevity of this program? In a word, excellence.

Foreign Policy Association Astor Hotel

Saturday luncheon discussions on foreign policy were initiated by FPA at the Astor Hotel in New York City.

Foreign Policy Bulletin

Discussions among citizens spread, and FPA branches in the 1930s and 1940s were forerunners of the independent World Affairs Councils of the 1950s.

FPA's publications, Foreign Policy Reports (1925-51), Foreign Policy Bulletin (1920-61) and Headline Series (1935-present), became known for their clear and impartial analysis of foreign policy issues.

FPA's "Off-the-Record" lecture series was formed in 1938 by 19 women wishing to be better informed about international affairs.

The OTR lecture series celebrates its 57th year in 1995. With a membership of close to 600, it continues to involve discerning participants from the Greater New York area who meet 11 times a year to hear and to question leading authorities on foreign affairs.

NBC1940

FPA pioneered international affairs radio discussions by broadcasting New York meetings and weekly talks on "The World Today" over the NBC network.

Today, FPA's national television and radio programs, and educational outreach across the country, bring FPA programs to millions of Americans.

Great Decisions Billboard

In 1954, the Great Decisions program was launched in Oregon. Based on the annual briefing book prepared by FPA's editors, Great Decisions has become the largest nonpartisan public education program on international affairs in the world.

Citizens Guide to US foreign policy

FPA undertook a new educational challenge--to improve the teaching of world affairs in the nation's schools.

Today the preparation of innovative study materials and teachers' guides, as well as workshops for teachers, are FPA priorities.

The forerunner of FPA's Citizen's Guide to U.S. Foreign Policy, prepared every Presidential election year, was published in 1968.

National Opinion Ballot

Great Decisions opinion ballots were tabulated nationally for the first time.

Every year results of ballot tabulations are presented to the White House, the departments of State and Defense, Members of Congress and the nation's media.

FPA emerges as the leading public foreign policy forum for national and international leaders.

Among those who have addressed FPA audiences are Great Britain's Prime Minister Margaret Thatcher, China's Premier Zhao Ziyang, India's Prime Ministers Indira Gandhi and Rajiv Gandhi, Egypt's President Hosni Mubarak, Israel's Prime Minister Yitzhak Shamir, Australia's Prime Minister Robert Hawke, the Soviet Union's Minister of Foreign Affairs Eduard A. Shevardnadze, His Majesty King Moshoeshoe II of Lesotho, Nicaragua's President Violeta Barrios de Chamorro, President Carlos Salinas de Gortari of Mexico, President Carlos Saul Menem of Argentina, as well as then-Governor Bill Clinton, Secretaries of State and Secretaries of Defense.

Students

FPA founded the World Affairs Council of Washington, D.C.

The first "Think International" Essay Contest for high school students was held.

FPA held its first Student Town Meeting in 1985. Students and their teachers have participated in town meetings where the following leaders have responded to their questions: General Alexander M. Haig, Jr., President Jimmy Carter, Secretary of Defense Caspar Weinberger, Congressman Charles Schumer (D-NY) and Donald F. McHenry, U.S. Ambassador to the UN, among others.

In 1986, FPA initiated its "model sites" project designed to foster collaboration among local school districts, community organizations and colleges and universities.

FPA founded the Young Professionals Group (YPG). Members meet regularly to discuss world issues with experts.

Careers in foreign affairs

FPA and the Ford Foundation co-published five books in the South Africa UPDATE Series, a detailed account of South Africa in the 1980s.

The third edition of Guide to Careers in World Affairs, by FPA's editors, was published in 1993. FPA held its sixth annual Careers in World Affairs Seminar in 1994.

Great Decisions Teacher Training

FPA creates the World Leadership Forum, a premier global affairs event in New York City that gives members access to discussion and debate on the most critical issues facing America today. More than 60 heads of government have participated in the World Leadership Forum since 2000.

FPA.org emerges as a pioneering international affairs Web site, providing support for the Great Decisions program, offering career development services like its Global Job Board and analysis of U.S. foreign policy.

FPA launches www.ForeignPolicyBlogs.com, the largest network of global affairs blogs online.

FPA creates Global Affairs Boot Camps that aim to train the next generation of Foreign Policy professionals.

The Great Decisions Teacher Training Institute brings high school teachers from across the U.S. to New York City for intensive training on educating students on international issues.

The Great Decisions Television Series goes HD, reaching 1.2 million viewers across the United States. Its transformation from a talk show to documentary increases its appeal on digital services like iTunes.
