Position Summary
The Program Officer will assist with managing program aspects for Southeast Asia (SEA) programs to include program design through implementation, monitoring and evaluation, financial management, fundraising, advocacy, outreach, administration, and backstopping field projects. This position is based in Washington DC and reports to the Director for SEA programs.

Some Duties and Responsibilities

  • Assist in the design and implementation of all program aspects, including work plan development, monitoring and evaluation, and close out
  • Coordinate and help produce proposals as assigned, ensuring that proposals meet funder specifications and deadlines; draft narrative reports to funders
  • Conduct research for new business development and funding sources; develop partnerships with key organizations and donors liaising with them during key stages of the proposal development process
  • Coordinate with Grants & Contracts and Finance for budget review and approvals for Grant Awards
  • Negotiate and write contracts, MOUs, letters of agreement, and other contractual documents for partners and vendors, and manage to ensure that the objectives and terms of agreements are met
  • Assist with financial management, including preparation of check and wire requests and budget tracking
  • Provide technical and financial oversight to sub-grantees in the field
  • Communicate via Skype, email and phone with field staff, consultants and local partners
  • Assist with organizing events and meetings related to FH programs and represent FH at external events with donors and government officials
  • Other related duties as assigned.

Qualifications


Minimum Qualifications

  • Bachelor’s degree in political science, international relations, human rights, or related field; Master’s degree preferred
  • Minimum 4 – 6 years of directly related program management experience
  • Minimum 2 – 4 years of demonstrable ability in proposal writing and fundraising
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Ability to communicate effectively in a Southeast Asian language preferred
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
  • Strong understanding of human rights and democracy issues in the SEA region preferred
  • Mastery of MS Office Suite, specifically Word, Excel, and PowerPoint
  • Proven ability to write and develop strong donor reports, programmatic communications, and training resources
  • Proven knowledge of USG funding regulations, and international donors funding sources
  • Knowledge of basic accounting principles and grant-related compliance requirements
  • Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
  • Ability to apply superb attention to detail and consistently produce timely and error free work
  • Ability to collaborate with others and work as an effective team member
  • Ability to work independently with minimal supervision and to meet all goals and deadlines
  • Discretion, flexibility, the ability to deal with and negotiate conflict effectively
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
